In March 2002, in order to reduce the risk of the spread of forest pests with wood packaging in international trade, the International Plant Protection Convention (IPPC) issued the international standard for plant quarantine measures No. 15 (ISPM # 15) - Guidelines for the management of wood packaging materials in international trade, which is the international standard for wood packaging quarantine measures. IPPC is the international standard institution of plant quarantine measures designated by WTO / SPS.

Wuxi wooden pallet, according to the international standard of wood packaging quarantine, the wood packaging used for international trade shall be subject to effective fumigation or heat treatment before leaving the country, and the qualified wood packaging shall be marked with IPPC special mark, so the plant quarantine certificate or fumigation disinfection certificate is no longer required for the wood packaging used.

As a member of WTO, China is obliged to adopt international standards.

Since January 1, 2009, all the wooden packages of China's outbound goods must be quarantined according to the requirements and be marked with IPPC.
